21 rayons in voblast with total amount of residents accounting for 1,545,100. 475,500 live in the voblast center, 568,400 in other cities and towns and 491,200 more in rural areas. Number of client organizations is kept track of in the register of services rendered and this data is then used to sketch the amount of resources needed for the next year activities.

Since it started operating as resource center, "Civil Initiatives" has gradually enlarged the list of services offered, domain of its activities and number of client organizations, and improved working methods and system of cooperation with its partners.
Among the center's activities are rendering assistance to the existing NGOs, helping in stating up new civil associations, launching new partnership relations. This practice turns out to be of success, proved by the dynamics of third sector in the region and strengthening of NGOs during the last 2-3 years, yet not only in the voblast center, but in the rayons as well.
